01 · PROBLEM

What is failing—and what must be checked locally?

Recruitment, preparation, support, professional growth and fair accountability.

Vacancy, deployment and subject mismatch can matter more than sanctioned post totals.

One-off training rarely changes classroom practice when coaching, materials and leadership are absent.

Place test
