Foundational Learning

Class progression must not be treated as proof of learning. Every learner should demonstrate usable reading, writing, mathematics, comprehension and reasoning at the appropriate stage.

India-first designStudy: NIPUN BharatStudy: ASER
01 · PROBLEM

What is failing—and what must be checked locally?

Reading, writing, numeracy, comprehension and reasoning that are actually demonstrated.

The same class can contain very different learning levels, while instruction follows the textbook pace.

Attendance, grade completion and exam marks can hide gaps in decoding, comprehension and number sense.

Short remediation drives may raise task performance without creating durable independent learning.

Place test

Record the state, district, block/city, village/ward and school. Then identify the learner group, date, frequency, severity and observed consequence. A national statement must never be pasted onto a local school without verification.

02 · ROOT-CAUSE DIRECTION

Treat each cause as a hypothesis until tested.

OBSERVED OUTCOMEFoundational LearningLocal failure or gap
HYPOTHESIS 1

Instruction insufficiently matched to current learning level

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 2

Too little guided practice and feedback

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 3

Language of instruction differs from the child’s strongest language

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 4

Assessment data collected but not converted into classroom action

Check records, observe practice, interview affected people and test credible alternatives.

A correlation, complaint or plausible story is not enough to prove causation. Triangulate administrative data, direct observation, learner/teacher experience and outcome measures.

03 · EVIDENCE

Build a claim-by-claim evidence register.

04 · INDIA-FIT SOLUTION

A connected solution, not a shopping list.

01

Use brief diagnostic tasks to group support needs without permanently tracking children.

02

Protect daily reading, writing and numeracy practice with high-quality materials in familiar languages.

03

Give teachers simple next-step guidance and time for small-group support.

04

Reassess frequently, publish aggregate progress and track whether gains persist.

Before adoption, answer:Who benefits? What capability is required? What recurring cost exists? What can go wrong?Who maintains it?What result changes the decision?
05 · ROADMAP

Act now, test carefully, build for durability.

0–90 DAYS

Diagnose and protect

  • Run a five-day class diagnostic
  • Create a daily foundational block
  • Open a supervised reading practice hour
3–12 MONTHS

Pilot the mechanism

Compare targeted small-group instruction with business-as-usual across similar school clusters, with baseline, midline, endline and follow-up.

1–5+ YEARS

Institutionalise

Integrate standards, workforce, finance, procurement, data, review and maintenance. Scale only after effect, equity and delivery capability are demonstrated.
