Governance, Measurement & Continuous Improvement

Data should help a school identify a problem, choose an intervention, re-measure and improve—not only satisfy reporting requirements.

India-first designStudy: UDISE+Study: PISAStudy: School Quality Assessment Framework
01 · PROBLEM

What is failing—and what must be checked locally?

The control system connecting school conditions, action, results and learning.

Multiple systems can ask for similar data with different definitions.

Dashboards often emphasise available inputs instead of meaningful outcomes and equity.

A programme may continue because it was announced, even when implementation or results are weak.

Place test

Record the state, district, block/city, village/ward and school. Then identify the learner group, date, frequency, severity and observed consequence. A national statement must never be pasted onto a local school without verification.

02 · ROOT-CAUSE DIRECTION

Treat each cause as a hypothesis until tested.

OBSERVED OUTCOMEGovernance, Measurement & Continuous ImprovementLocal failure or gap
HYPOTHESIS 1

No shared indicator dictionary or record lineage

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 2

Incentives encourage favourable reporting

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 3

School teams lack analysis time and decision authority

Check records, observe practice, interview affected people and test credible alternatives.

HYPOTHESIS 4

Evaluation is too late, too rare or not independent

Check records, observe practice, interview affected people and test credible alternatives.

A correlation, complaint or plausible story is not enough to prove causation. Triangulate administrative data, direct observation, learner/teacher experience and outcome measures.

03 · EVIDENCE

Build a claim-by-claim evidence register.

04 · INDIA-FIT SOLUTION

A connected solution, not a shopping list.

01

Create a minimum school intelligence record with definitions, source, date and responsibility.

02

Separate operational monitoring, learning assessment, programme evaluation and public accountability.

03

Use baseline → intervention → follow-up → decision with pre-declared stop/modify/scale rules.

04

Publish limitations, corrections, subgroup effects, cost and unintended consequences.

Before adoption, answer:Who benefits? What capability is required? What recurring cost exists? What can go wrong?Who maintains it?What result changes the decision?
05 · ROADMAP

Act now, test carefully, build for durability.

0–90 DAYS

Diagnose and protect

  • Remove duplicate indicators
  • Assign an owner to every critical gap
  • Publish one school improvement cycle
3–12 MONTHS

Pilot the mechanism

Test a district measurement compact combining fewer indicators, faster feedback, independent checks and public learning reports.

1–5+ YEARS

Institutionalise

Integrate standards, workforce, finance, procurement, data, review and maintenance. Scale only after effect, equity and delivery capability are demonstrated.
