Digital Literacy Mission

Move citizens from exposure to safe, independent and useful digital participation.

01 · PLACE, PEOPLE & USE CASE

Define the real context before selecting technology.

Record India → State/UT → District → city/block → village/ward → service or institution; affected users; language and accessibility needs; current process; network and device conditions; responsible organisation; data handled; scientific or technical maturity; cost; timeframe and existing alternatives.

Public-value gate

A portal, device, model, paper, patent or prototype is not automatically an outcome. Show whose problem changed, under what conditions, at what cost, with which risks and for how long.

02 · PROBLEM

Describe the failed service, knowledge gap or missing capability.

Short courses may count completion without proving that people can safely finish a real task or recognise a scam.

Quantify reliability, completion, delay, cost, exclusion, error, security incident, research gap, technical performance, adoption failure or strategic dependency. State the affected population, institution or value chain and the period observed.

03 · ROOT CAUSES

Test technical and non-technical explanations together.

01Access, capability and coordination gaps inside digital literacy mission

Use service records, technical tests, user research, field observation, audit logs, scientific literature, institutional evidence and credible competing explanations.

02Activity and adoption are measured more often than reliability, inclusion, safety, learning and real-world outcome

Use service records, technical tests, user research, field observation, audit logs, scientific literature, institutional evidence and credible competing explanations.

03Technology, people, process, law, finance, infrastructure, maintenance and public accountability are not tested together

Use service records, technical tests, user research, field observation, audit logs, scientific literature, institutional evidence and credible competing explanations.

A visible technology gap can originate in process design, incentives, skills, language, access, regulation, maintenance, trust, data quality or institutional ownership. Do not prescribe another tool until these possibilities are tested.

04 · EVIDENCE

Build a traceable and reviewable decision record.

QuestionMinimum evidence
Who, where and why?Place, users, use case, language, accessibility and responsible owner
What is failing?Task completion, reliability, cost, delay, quality, safety or capability gap
What already exists?Process, technology, institution, funding, standard and alternative
What caused the gap?User, technical, organisational, legal and infrastructure evidence
What is being proposed?Mechanism, data, model or device, owner, cost, safeguards and maturity
Did it work?Baseline, comparator, target, actual, uncertainty, harms and follow-up

Online ≠ accessible. Data available ≠ data reliable. Patent ≠ product. Prototype ≠ safe deployment. Pilot activity ≠ measured impact.

05 · COMPLETE SYSTEM

What must function as one responsible capability chain.

01Device and internet use

Define the user need, owner, input, process, technology, skill, data, standard, security, accessibility, maintenance, finance and result for this layer.

02Forms and digital payments

Define the user need, owner, input, process, technology, skill, data, standard, security, accessibility, maintenance, finance and result for this layer.

03Cybersecurity and privacy

Define the user need, owner, input, process, technology, skill, data, standard, security, accessibility, maintenance, finance and result for this layer.

04Misinformation awareness and online learning

Define the user need, owner, input, process, technology, skill, data, standard, security, accessibility, maintenance, finance and result for this layer.

06 · INDIA-FIT SOLUTIONS

Compare process, people, infrastructure, research and technology interventions.

Use practice-based assessment on payments, forms, settings, consent, fraud reporting and service access; provide refresher support.

BOUNDED PILOT

Select one citizen task, public service or digital foundation layer; establish a comparable baseline, test the smallest responsible intervention and publish a time-bound result.

Pre-register the user problem, non-technology alternative, baseline, technical benchmark, intended users, lawful data basis, human responsibility, accessibility, cyber and safety controls, lifecycle cost, measurement period and stop/redesign rule.

07 · ROADMAP

Fix the service or capability bottleneck, prove value, then scale.

010–30 days

Define the place, users, failed outcome, owner and immediate safety or continuity risk

0230–90 days

Map process, access, data, technology, skills, law, infrastructure and alternatives

033–12 months

Prototype and pilot the smallest responsible intervention

041–3 years

Evaluate reliability, outcome, cost, inclusion, security and unintended effects

053–5 years

Strengthen institutions, talent, facilities, standards and interoperable infrastructure

065+ years

Scale or globalise only after scientific, social, economic and resilience review

08 · MEASURED RESULTS

Track capability and public value—not visibility.

01Reliable accessBaseline → target → actual → confidence → decision
02Successful task completionBaseline → target → actual → confidence → decision
03Affordability and assistanceBaseline → target → actual → confidence → decision
04Language and accessibility qualityBaseline → target → actual → confidence → decision
05User safety and confidenceBaseline → target → actual → confidence → decision
ScaleVerified benefit, workable cost, capable owner, safe operation and fair access.ModifyPartial value but process, data, accuracy, skills, access, trust or maintenance needs repair.StopNo credible added value, unacceptable harm, unlawful design, weak adoption or stronger alternative.
09 · RISKS & SAFEGUARDS

Innovation must remain accountable to people.

  • Use minimum lawful data and protect privacy, security and consent
  • Keep meaningful human responsibility, explanation, correction and appeal
  • Test language, disability, gender, rural and affordability exclusion
  • Publish technical limits, evidence, conflicts, funding and failure
  • Plan maintenance, interoperability, vendor exit, backups and recovery
  • Protect research integrity, intellectual property and national security where applicable
